Washington’s Near General Fund Outlook (NGFO) surplus is now an estimated $11.25 billion, which doesn’t include $1 billion in its shadow reserve account or $1.3 billion in remaining general federal relief money.
After the November revenue forecast, the Washington Research Council (WRC) estimated the state’s unrestricted ending balance in the NGFO was $8.649 billion over four years. With new information, WRC now estimates the unrestricted NGFO surplus to be $11.249 billion—17.6% of revenues.
